While the title of this article, and its short introduction, is proper for a biography, the entire body of the article is actually about the Townsend Plan. Nothing about Townsend's developmental years, career, family, or later life appears anywhere in the article, which should be re-named accordingly. Even Townsend's colleague is not introduced, and is known only by a last name.
