Schedule IV

Would this section from the Single Convention on Narcotic Drugs counts at legalese? I stared at this sentence for five minutes and still couldn't understand it. It's almost like a triple negative: "If the World Health Organization finds that a drug in Schedule I is particularly liable to abuse and to produce ill effects (paragraph 3) and that such liability is not offset by substantial therapeutic advantages not possessed by substances other than drugs in Schedule IV, the Commission may, in accordance with the recommendation of the World Health Organization, place that drug in Schedule IV." - Article 3, Section 5. ...and that such liability is not offset by substantial therapeutic advantages (and) not possessed by substances other than drugs in Schedule IV...Took me a while to figure that out.

so it's: liability =not offset by substantial therapeutic advantages ==not possessed by substances other than drugs in Schedule IV

That's sounds more like the intent, if it was in articles, it's probably easier to read and understand.
